Disperse Carbopol Ultrez Polymer by sprinkling on the surface of deionized water.  After polymer is wetted, mix slowly at low speed Slowly add the propylene glycol and alcohol with gentle mixing.  Allow as much air to escape as possible before proceeding. Add the SilSense Copolyol-1 silicone with gentle mixing. Add the triisopropanolamine with gentle sweeping motion to minimize air entrapment. Mix until uniform Add dye or fragrance if desired.
